Underground fuel oil tanks: periodic inspections and tightness tests

Why inspections are necessary

Underground tanks serving heating plants and company fuel stores age without giving any visible warning. A leak, even a small and prolonged one, means contamination of the soil and potentially of the groundwater, with remediation obligations falling on the responsible party and costs far exceeding those of preventive maintenance.

For this reason the technical and regulatory framework requires periodic checks on the state of preservation and tightness tests to verify the integrity of the structure, particularly for single-wall tanks without an interstitial space and leak detection system.

The reference framework

The technical standard for maintenance is UNI 8364-3, on the control and maintenance of heating systems. The intervals for tightness tests, however, do not come from a single national rule: they largely depend on the hygiene regulations of the municipality where the plant is located and, where these are absent, on the manufacturer's instructions, the guidelines of the regional environmental protection agencies and the applicable fire prevention rules. In the background stands Legislative Decree 152/2006, governing liability for contamination and remediation duties.

Indicative values: the actual interval must always be checked against the municipal hygiene regulations and the local requirements applicable to the plant, which may impose shorter intervals.

The owner's obligations

• Know your tank: age, material, single or double wall, presence of leak detection systems, any refurbishment already carried out;
• Schedule inspections and tests according to the applicable intervals, without waiting for signs of trouble;
• Keep the documentation: test reports, cleaning records, waste disposal documents for the residues;
• Act promptly if a test fails, considering refurbishment, replacement or decommissioning;
• Manage decommissioning properly: a tank no longer in use must be taken out of service by emptying, cleaning and, where required, removal or filling with inert material.
