Italian MLPS Circular no. 7/2026: towards a digital register of training certificates

What it is about

The Italian Ministry of Labour and Social Policies has published Circular no. 7 of 1 July 2026, setting out in advance the technical and administrative specifications required to adapt the information systems of the holder and delegated bodies under art. 4 of Ministerial Decree no. 115 of 9 July 2024.

The aim is to prepare the launch of SFeRA — the information system for training and register of certificates, intended to collect in a national register the certificates of training and learning paths (other than school and university education) and to feed the electronic worker record.

What it provides

Why it also concerns workplace safety

The circular currently addresses holder and delegated bodies, not individual companies. The direction, however, is clear: training certificates are set to become digital, traceable and verifiable in a national register linked to the electronic worker record.

For employers this means, in prospect, a more structured management of the health and safety training required by Italian Legislative Decree 81/2008: from art. 37 courses to hands-on training on work equipment (art. 71(7) and art. 73), through to the authorisations under the Accordo Stato-Regioni. Digital, portable certificates make it easier to verify operators' competences and to demonstrate compliance during inspections, but they also call for well-ordered, up-to-date documentation starting now.

What to do now

• Review existing certificates: check that every operator has documented, valid training and instruction;
• Tidy up the company training register, linking each certificate to the relevant equipment or job role;
• Check with training providers that the certificates issued carry all the data needed for future traceability;
• Schedule refresher training, particularly for equipment subject to periodic inspection.
